An important Government measure affecting the shipping trade in the shape of the Ocean Freights and Regulation Bill was read a first time in the Assembly. It is understood that the measure is the outcome of a recent reduction in freight given by a shipping line at the instance of South African merchants in London to meet the competition of outside charterers. The Bill provides for the prevention of unreasonable freight charges for the transport oversea of goods to and from the Union, and for the discouragement of certain shipping combines by enabling the Governor-General to differentiate as regards Union dock charges and railway rates on goods shipped in ships belonging to a person who attempts to charge freightage which the Government regards as detrimental to South African trade.
