The labourers have formed a. secret organisation, styled the Hong Kong Labour Commission. aviUi plenary poAveV.s to discuss strike matters. Ji is reported that the commission is tunction ing under the patronage of the Canton Government. The commission has formulated, inter alia, the- following demands: (I) Freedom of speech for Press and other publicotions. (-> Equality of treatment of Chineso with no differentiation in the registry of birth and the abolition oL ; the deportation law. (J) Labourer's right to vote for the ; appointment, of Chinese members of j the X.cgislative Council. (t) An improvement of labour conditions. the prohibition of child la- . hour and the enforcement of an eight- j hour day. (5) Revocation of the ordinance in- j creasing standard rents by Id per ! cen t. (6> No racial discrimination and permission for Chinese to reside within tbe Peak reservat ion. A telegram from Hong Kong says that the Government has issued a proclamation containing emergency regulations providing for a censorship of telegrams and letters and police control of premises, vehicles, fuel and f oiid stuffs. The following are exportable under license only :—Rice, flour, foodstuffs, gold and silver coin and bank notes. Chinese compositors and coolies at the “ Daily Bulletin ” office liaAQ struck. Compositors in oilier European offices threaten to walk out in the evening. At Canton a community kitchen has been established -and Europeans sire doing the cooking. Alarines are operating the Avater works and unarmed volunteers arc patrolling the Shannon. , The IvAvangv-tung Students Association has issued a statement urging aboycott and strike, adding: 4 ‘ \Ye- must join the soldiers and go out to fight the foreigner 5.”
