Per Press Association. DUNEDIN, June 20. Major R. T. McArthur, Chief Engineer of the Post and Telegraphs in the Union of South Africa, has begun in Otago a tour of New Zealand as commissioner from the South African Government to inquire and report on the working of the Department in this country, particularly regarding the development of automatics and New Zealand methods of rural telephone distribution. lie will conclude his tour at Auckland. lie is accompanied bv Mr Shrunpton, Chief Engineer of the New Zealand Department.
