PROBLEM IN ALL COUNTRIES LONDON, June 9. Thirty.;!-. * countries, including Australasia. will participate in the ninth International Prison Congress, to be opened in London on August 3. 7’his congress, the first since 1919. will discuss whether clinics should be installed in prisons for the scientific study of criminals, what more effective arrangements are possible against i international criminals, and how to pre- ' serve youth from the corruptive influence of films featuring crime immorality. "Each congress provides the world with the latest ideas for dealing with criminals, and tends to make prison administration more humane,” said Mr Wall, .secretary of British Prison Commissioners, to th p special representative of the "The Sun.” "The chief problem in all countries is how to deal with habitual criminals.”
