WHY THE TIME WAS HELD UP.

The reai reason for tho holding-up of ibo steamer Time was tho refusal of tho owners to insert in her new articles a clause guaranteeing the wages and conditions of the old award. The vessel will be tied up indefinitely. On general lilies the dispute* is identical with that which occurred on the Monaro in Melbourne. The articles of many ships expire on June 30 and an extension of the trouble is then expected.
