REDUCING THE NATIONAL DEBT.

Mr Hugh Dalton, in giving evidence before Lord ('olwyn’s Committee on t.bo National Debt, said that the capital levy vas the most satisfactory method of reducing the national debt, but. in default thereof be recommended a fully cumulative sinking fund, commencing at £100.000,000 annually, which would pay off the debt in thirty years. Alternately lie proposed a sink ing fund, not fully cumulative, supplemented by compulsory creation, termi liable in annuities in exchange for a proportion of all the estates passing at death. The Right Hon K. G. Piety man expressed his opinion of the present taxation. He maintained that it was doubtful whether Britain would ever again bo able to absorb all the available labour.
