Alternately lie proposed a sink ing fund, not fully cumulative, supplemented by compulsory creation, termi liable in annuities in exchange for a proportion of all the estates passing at death. The Right Hon K. G. Piety man expressed his opinion of the present taxation. He maintained that it was doubtful whether Britain would ever again bo able to absorb all the available labour.
