The judicial clauses of the Protocol as drafted by the sub-committee an<i presented to the committee, impose the same sanctions on non-member States as upon members, in the event of their refusal to conform to the new procedure for a pacific settlement. The Assembly decided to postpone til! next session consideration of a resolution. submitted on behalf of Britain. defining the extent of the economic blockade against any State violating the Covenant. The resolution, which is in the nature of an amendment of Article 16 of the Covenant, enjoins all members rigidly to enforce the cessation of financial, commercial and personal relations, direct or indirect, between them and the defaulting State.
