A MOSCOW FAILURE.
GERMANY AND THE LEAGUE. By Telegraph—Press Association—Copyright “ Times ” Service. (Received September 29, 10.15 a.m.) LONDON, September 28. The Riga correspondent of ** The Times” says the German decision to seek admission to the League has created undisguised alarm in official Bolshevik circles. He adds that the latest reports indicate that the Soviet leaders attempted by pressure to restrain Germany from making what they claimed would be a fatal error. The indications are that failure of these efforts lias exceedingly annoyed Moscow, where fears are openly expressed that Germany’s entry means the development of a new European international combination, which, by weakening the ties between Berlin and Moscow, may seriously threaten Bolshevism’s domination of Russia.
