New regulations under the Navigation Act provide for penalties for per sons bringing or permitting to be brought any fire or naked flame into ships in which there is inflammable cargo. Persons engaged in or on ships loading or discharging cargo are forbidden to possess wax vestas, or. where there is inflammable cargo, any matches or materia] whatever for producing ignition. Kscept in special cases, the discharging or stowage of explosives or inflammable liquids is to he carried out between sunrise and sunset only.
