Two thousand religious fanatics terrorised Surigao, killed two policemen and five members of the constabulary, and abducted two school teachers. The constabulary is being reinforced. Later advices state that the victims now number nineteen, including a captain and lieutenant of constabulary. Governor Wood is despatching 100 constabulary from Manila. It is said the fanatics’ number is nearer 1000 than 2000. Surigao is a town of the Malay Archipelago in the Philippines. A message received in October said the causes of the revolt are attributed firstly to Moro hostility to Filipino methods and officialdom, the compulsory education of girls, and interference with religious customs, especially polygamy; secondly, to the withdrawal of American officials and garrisons, and the substitution of Filipino troops; and thirdly, to the reflection of the general political disturbance throughout the islands produced by the independence propaganda, and the repeated attacks on American sovereignty and the Governor-General’s prerogatives.
