The Berlin correspondent of “ The Times’’ says that, as the effect of the passing of the Parliamentary Powers Bill, whereby Dr Marx’s Cabinet is absolved from Parliamentary control till February 15 next, and ia empowered to rule as it deems necessary in the solo interests of tho people and the nation, the Reichstag ceases to count. The Cabinet becomes virtually despotic. Tho correspondent adds :—Dr Marx is a noted tactician. He secured tho Socialist support, agreeing to establish a committee of fifteen members of the Reichstag to watch and report on his actions. The committeo, however, will bo powerless to interfere.
