Heiderstierka, the Foreign Minister, resigned as the result of a storm o 1 ’ criticism aroused hy a speech in which lie urged a defensive alliance with Finland. The Premier. M. Trvgger. disclaimed responsibility for tho utterance. Ihe Russian Press, commenting on the incident, declares that the speech was hostile to Russia and urges tho recall of the trade delegation and tl\e cancellation of aii contracts.
