APPOINTMENT IN CHINA. Reuter's Telegram*. (Received October 29. 11.15 a.m.) PEKIN, October 29. The Cabinet appointed General Tangsa'-ili as Director-General of the Railways Bureau. The appointment created a favourable impression in diplomatic circles. It is understood that General Munthe. formerly military attache, at London, lias been offered the pcist as co-director.
