RESULT OF BREAKDOWN OF NEGOTIATIONS. By Telegraph—Press Association—Copyright Times Service. (Received October 26, 9.50 a.m.) LONDON, October 25. The Essen correspondent of “The Times ” reports that all the R.uhr miners, except those employed in maintenance work, are being dismissed on October 29. This decision was readied in consequence of the complete breakdown of negotiations with the French and the hopeless transport situation.
