Compulsory registration of firearms is almost universal ir the British Empire. but it is obvious that there are still loopholes (says the Auckland lt Star”). The difficulties, according to a local authority, appear insurmountable. The normal citizen obeys the law instantly, but it is the abnormal citizen who keeps the automatic pistol. The reflection was forced on the author ity by the fact that the madman Higgins possessed a modern Colt automatic pistol and a box of cart ridges, which ho would be apparently unable to obtain without the consent of the authorities.
