The solution of the problem, says the report, depends on a practical scheme of settlement of the Dominion’s “waste'’ I;iuds. The main points of the proposed scheme are: (If The settler is to be paid the current rate of wages by the Lands Department, while improving his section, but all advances so made will he in the nature of a loan. (2f All expenses for road access, fencing material. implements, etc., will be debited to the settler. (8) Provided the settler has complied with all the conditions of his license he shall be entitled without payment to become the owner of the section after the expiration of seven years.
