PENNY POSTAGE.

IN OPERATION TO-DAY. Penny postage, which has so long been a pre-war memory, comes into operation again in New Zealand to-day. The only exception relates to letters to Australia, on which l«d postage must be paid. The official announcement <sn the subject is as follows: —The reduction, from October 1- to Id per oz in the rate for letters for Groat Britain, Canada, the Union of South Africa, the United States of America.. Italy and other places to which the lsd letter rate at present applies, will not apply to letters for Australia. New Zealand is able to adopt the Id letter rate for places overseas only with the acquiescenso of the countries concerned, and tho Commonwealth postal authorities have refused to accept from New Zealand letters prepaid only Id. On and after October 1. letters for Australia must bo prepaid at the present rate of l*d for the first ounce and Id for each additional ounce. Failure to fully pre pay tho letters will result in the addressees being fined double the amount of deficient- postage or lsd. whichever amount is the greater, as lid is the minimum surcharge collected on uupai 4 or short-paid letters received in Australia from New Zealand.
