SURPLUS OFFERING DECLINED. By Telegraph—Proas Association—Copyright Australian and N.Z. Cable Association.. (Received May 2. 10.45 a.m.). SYDNEY, May 2. Mr A. A. Cocks (Treasurer) has announced that Cabinet has declined £3,000,000, the amount over-subscrib ed for the rural loan, in consequence of a promise made to the Commonwealth to keep off the money market during the period of the conversion of the loan.
