The Turks have proposed a form of words which, in tb € opinion of the Allies, will have the effect ol abolishing the Capitulations from September, 1914, when the Turks, without the consent- of the Powers, declared them abolished. .It is pointed out that this would make it possible for the Turks to legally claim the arrears of taxes from Allied companies, also to annul the proceed ings of the Consular Courts since their establishment in 1918. Mr Grew said the United States wished it to be understood that they never consented to the proposition that the rights acquired under the Treaty should bo abrogated by th e United States later action. The question of the rights of the Turks in 1914 was reserved. M Pelle is leaving, to confer with M. Poincare. .Tt is understood he carries a new concession project, suggested bv Isrnet Pasha, for the 1914 concessions. which were superseded by the Angora approval of the Chester scheme. SOVIET REPRESENTATIVE. LAUSANNE. April 27. M. Vorowsky, the Russian Soviet representative at Rome, and one of the delegates of the former Russian Delegation at Lausanne, has arrived. He has notified the Secretary-General that he is prepared to receive communications in regard to the conference*.
