INCIDENTS IN BAVARIA.
DECISION OF GERMANY. By Telegraph—Press Association—Copyright Australian and N.Z. Cable Association. (Received December 9. 9.35 a.m.) BERLIN, December 8. Germany has rejected, a. proposal to submit the question of idemnities from Passau and Ingoldstadt to arbitration, and also proposal to submit the matter ito the League of Nations. Cabinet will offer excuses for the incidents, hut pointing out that the reparations asked are so large that they cannot be paid.
