October 27.The International Air Commission passed a resolution in favour of restricting the age of pilots to from nineteen to forty-five ; insisting on wireless equipment for all aircraft engaged in public transport : and forbidding the flight of aircraft belonging to a non-contracting state unless a special covenant is signed which does not violate the rights of other contracting parties.
