MOBILISING THE “ RED ” ARMY.

Advices from Moscow state that a German staff officer, assisted by a number of specialists, is reorganising the ‘ Red " Army. The arrival of transports carrying war material, aeroplanes seaplanes and motor-cars is expected at Petrograd. There are reports of special military activity with the concentration of troops in the districts of Kieff. Kharkoff and Odesaa. Further measures for strengthening the “ Red ” Army in consequenoo ot the failure of the Genoa Conference are being taken. It- is expected in Moscow that the All-Russian Executive Committee will order the mobilisation of further classes immediately.
