Following the failure for 10,000,000 dollars recently of the Cuban-German i Banking Houu© of the Upmann Com- * pany, the Upmann brothers have been arrested by the Secret Police, following an investigation by the Banking Commission. on which the United States was represented. The bank examiners discovered an item in tho bankrupts' books showing that more than 1.000,000 dollars had been spent in Washington in an attempt to regain the properties of Upmann in America, j which had been taken over by the Unit- j ed States alien property custodian. i
