Word has been received that Uoneral Chang TW-lin has declared the independence of Manchuria and Mongolia, and has requested recognition by the Foreign Office. Tokio is not officially inclined to scout the ncivs, but, nevertheless, it is known that some such move on the part of the Mukden Warlord was not unexpected in official circles. If it proves true, Generai Chang Tso-lin's move will he embarrassing to Japan, whose most important Chinese interests centre in Manchuria.
