EARL BALFOUR, formerly Mr Arthur Balfour, upon whom tho King recently conferred the Order of the Garter and a Knighthood, and has now been made an Earl. His was tho first occasion on which the Order cf the Garter has been conferred on a commoner who up to the time of receiving it had been a plain "Mr."
