The New South Wales Premier, Mr Dooley, delivered his policy speech at Bathurst. He stated the abolition cf the Upper House would be secured by the substitution of a revisionary committee. The abolition would be brought about by flooding the Legislative Council. The Government would stick +0 its policy of forcing the disgorging of land within three years. He would spend £10,000,000 to increase settlement and cover consequent works. The (government contemplated the establishment of an industrial bank to pub the worker on a basis of recognition as ft factor in industry. As the Government believed complete co-operation should be put on a practical* basis and workers given an opportunity of owning, managing and controlling industries, it had been decided to establish an industrial bank. It was also proposed to legislate in the direction of maintaining £4 5s ns a basic wage during the current year, and to review the powers of the Board of Trade and alter its functions so as to maintain a standard of living in keeping with Australian ideals. The Government also favoured the 44-liour week, the reintroduction of tho Motherhood Endowment Bill and th© re-enactment of the Profiteering Prevention Bill, with provision for the limitation of dividends in cases of monopolies. It was proposed to reduce taxation on incomes up to £lO weekly, and in the case cf those over that amount, except as between £lO and £ls, the rise would be by graduation.
