Mr Lloyd George's advisers at the Genoa Economic Conference will be Sir It. S. Horne (Chancellor of the Exchequer), and Mr B. P. Blackett (Controller of Finance in the Treasury). The personnel of the Conference will probably comprise 1000 delegates, and it is probable that it will be the biggest international gathering since the Peace Conference. According to Soviet newspapers the Bolshevik authorities estimate the Russian debt at about eighteen millard gold roubles. The Soviet will not recognise this debt at the International Conference unless they arc permitted to submit a counter-claim for about twelve milliard roubles. The Soviet desires to discuss at Genoa six subjects Payment of Russian debt. It is still doubtful whether the British dominions w ill be represented at the Genoa Conference. It is understood that they have been formally sounded, and the issue of invitations depends to some extent on the character of their replies.
