In response to Mr Lloyd George’s suggestion, tlio Labour leaders hav© submitted to him at Cannes a memorandum defining Labour’s attitude in regard to European problems, and recommending : (1) Temporary suspension of Germany’s reparation payments. (2) Reduction of reparations by the sums the Allies -claimed for war pensions and allowances to widows and dependants. (3) Cancellation of international war debts. (4) Appointment of an international conference to restore normal conditions of production and exchange in Europe, especially iu Russia, by means of international loans or credits
The memorandum expresses Labour’s conviction that it is within Germany * power to reconstruct the devastated areas in Franc© and Belgium, and recommends that German labour and materials should play a part in such restoration if French sentiment permit*.
