The “Chicago Tribune’s” Tokio correspondent states that the agreement botweon Mr C. E. Hughes (American Secretary of State) and Mr K. Shidohara (Japanese Almbassndor) in connection with the Tap negotiations which Cabinet has been considering, and which the latter will probably approve, is reported to provide for American recognition of the Japanese mandate over tho island, American ownership of the Guam cable. American right to erect a wireless station on Yap, and joint use of other cables. Japan concedes to America privileges equal to those accorded to other Allied powers respecting trading, shipping and missionary activities. The present Jajjanese-American extradition law will apply to the mandate islands.
