(Received August 6, 8.45 a.m.) PARIS, August 5. j "Le Matin ” publishes a sensational article wherein «it seeks to expose an Anglo-German plan for the exploitation of Russia. ‘‘ Le Matin” declares that England does not wish to see Russia powerful but is anxious to exploit her markets and rich resources for the ( benefit of the English industry. ”Le Matin” suggests that Britain will agree to Germany’s anti-Polish policy and points out that Germany has concluded agreements with tho Bolsheviks identical with England's. The ( paper ask 3 whether the American attitude will thwart the project.
