RAILWAY EXPENDITURE.

DRASTIC REDUCTIONS TO BE MADE. EXPRESS SERVICES AFFECTED. (Special to the “ Star.”) WFIiLINGTON, August 3. Cabinet, which has several times discussed the proposals by the Hon I>. H. Guthrie, actiug-Minister of Railways, to reduce tho expenditure on railways, finally approved of the reductions to-day. The Minister will make a complete announcement of tho changes to-night. Meanwhile, your correspondent understands that the second through oxpress in the South Island is to run on only alternate days, coinciding with the time-table of the turbine steamer. In the North Island there will be no reduction of the express services. The Acting-Minister of Railways informed your correspondent that owing to the railway earning power having fallen so considerably, the cut be fairly drastic, but it would bo only temporary, coinciding with the period of low receipts. Care would be taken to maintain the services in fully meeting the requirements of railway patrons in accordance with the demand.
