A definite line of cleavage is developing already in connection with tho Imperial Conference. The Hon A. Meighen, Prime Minister of Canada, is pledged to urge tho Conference to defer discussion of defence matters until tho international situation is clearer and until the naval experts have forwarded definite proposals. Genera] J. C. Smuts, Prime Minister of S(suth Africa, supports Mr Meighen, with modifications. Mr Massey and Mr Hughes, both armed with Admiral Viscount Jellicoe’s report, strongly deprecate delay, and will insist on defence being one of the first questions discussed. It is officially denied that Mr Lloyd George and the overseas Premiers will attend the opening of Northern Parliament at Belfast.
