BOROUGH COUNCILS.

RTCCARTON. The Rice a r ton borough Council met last night; present—the Mayor (Mr A. D f ord), and Councillors G. A. Rankm A. E. Steere, A E Fisher. T. M. Ford, 1- bnell, J. MunninKs and H. W. Wise. , ~ The Finance Committee recommended that a "rant of £5 be iub,do towards the Wharenuf School memorial gate; that both sides of Clarence Street from Lincoln Road to the railway crossing be exempted from street widening under section 17 of the. Pub ic Works Act; that accounts amounting to £283 13s J tOd be passed for payment.. The report was adopted. The Works Committee reported that Foster and Clarence Streets channels had been eompleted to instructions; that Blenheim Road had been graded and' shingled; that Stafford Street west had been repaired m accordance with instructions, and that Kilmarnock Street had been graded. The renort was adopted. ;' ~ , Tho Electricity Committee reported tnat seven new consumers had been connected to the supplv; that alterations and additions had been carried out in three installations; that five hundred meters had been read and four found to be defective and would have to be replaced; that twenty-one street lamps had been replaced; that the total units [purchased durjng the year from two sub-stations was 173,032, and that the combined maximum load observed during last year was 93.2 kilowatts. Correspondence was received from the Post and Telegraph Department and the Christchurch Tramway Board regarding the removal of the telephone poles on Riccarton Road. The clerk stated that the position was that the Post and Telegraph Department had tho prior right of the west side cf tho road and the Tramway Board had decided to erect its poles on that side also. The council wanted tho Telegraph Department to remove its poles and carry ihe wires on the tramway poles, and a deadlock appeared to have been reached. It was decided that thgp Mayor should wait on the telegraph engmeer regarding the matter. It was also decided to write to the Tramway Board expressing the thanks of the council for the manner in which it had met the council 'in regard to carrying, the telegraph wires on the tramway poles. It was decided, on the. motion of Councillor "Wise, seconded by Councillor Steere, to endorse the letter from the South Island Motor Union asking • that all live fences and hedges at dangerous corners should 1 e '.cverod to a height of 4ft, and the Mayor was appointed the council’s delegate at the conference to bo held during the first week in August. Tho Mayor remarked that the Municipal Corporations Act now gave local bodies power to compel owners to remove, lower or trim any tree or fence to a height of 4ft 6in, if such trees or fences obstructed the view and were a source of danger. The secretary of the North Canterbury Hospital and Charitable Aid Board announced that the council's levy for the yeaar was £640 15s 7d.

Councillor A E. Steere was re-appointed the council’s delegate to tho Canterbury Progress League.

WOOLSTON. A meeting of the Woolston Borough Council was held last night; present—the Mayor (Mr G. S. White), and Councillors G. T. Owen. W. M’Connel, J. L. Gant, J. Towdi end, W. J. Knighton, D. Itowse, W. It. B»azey and L. Hart. The Library Committee recommended that an increased grant of £75 should be made in connection with the library. The Reserves Committee recommendeu that the Canterbury Football Association should be granted use of the Woolston Park. The Electricity Committee recommended that the question of installing extra lamps in St John and Junction Streets should be held over in the meantime. It was record mended that tho Woolston Rugby League should be allowed to use lights in the park at a rental of £1 per week. It was further recommended that in consequence of tho heavily increased load, all fixed rates should be cancelled as from .June 1, and all new oonsumers be placed on meter rate. Present consumers should have meters installed as soon as possible, the installations ox such meters to be left in the hands of the engineer. The reports were adopted. The 3jsy-!a,ws Committee recommended that the counejj should frame a by-law prohibiting hawkers from outside the borough hawking without a license. It was decided to hold the matter over in the meantime. The Town Clerk reported that seven building permits to the valu- ' .£1712 were issued during the month of y. Eleven connections had been made with the mains. Councillor Owen gave notice of motion asking that a poll of Woolston ratepayers be taken on th? question cf joining in the Greater Christchrueh scheme.
