It is understood that Mr W. G. Hard, ing is seriously considering the advisability of calling a conference of Powers to consider disarmament, or the limitation of armaments. Mr Josephus Daniels, Secretary of the Navy, appearing before the House Naval Affairs Committee, promised to obtain the best information regarding the attitude of Britain and Japan towards the discontinuance of their naval building programmes. The Committee, in the meantime, is holding off making a report to the House of Representatives on the pending Naval Appropriations Bill. It is understood that the chairman, Mr Butler, will shortly confer with Mr Harding, and urge the advisability of taking speedy action respecting disarmament. ADVERSE RESOLUTION. Australian and N.Z. Cable Association (Received January 8, 9.25 a.m.) NEW YORK. January 7 Congressman Britten has introduced a joint resolution in which Congress declares its unwillingness to commit the economic and political dependence of the United States to the fetters of an international treaty materially limiting naval armaments, thereby involving America’s freedom of action regarding developments that may arise, but which are not now discernible.
