RELIEF OP FAMINE AREAS, INDEMNITY PAYMENT SUSPENDED. By Telegraph—Press Association—Copyright Australian and N,Z, Cable Association, PEKIN, September 17. It is reported that the Chinese Oorermnent has arranged a short-time loan of ten million dollars for famine relief in .the impoverished provinces. T'ho authorities in the five central provinces, where the crops are normal, have been ordered to purchase rice for the famine districts. The President and the Premier have each contributed 100,000 dollars for relief. TOKIO, September 17. The Chinese Government has decided to stop payment of the Boxer indemnity to Russia, and as a result the diplomatic and consular officers of the former Russian Government throughout China will leave in the near future. PEKIN, September 17. The Government will shortly levy income tax in order to increase revenues.
