Governor Stephens, of California, conferred with Mr Colby, Secretary of State, regarding the Japanese situation on the Pacific Coast. Governor Stephens reiterated the necessity of holding the proposed referendum on the Japanese question in California. ANGLO-JAPANESE ALLIANCE. WASHINGTON, September 4. _ Relations between .Japan and the United States have assumed new importance in view of the fact that the American, British and Japanese Governments are engaged in informal conversations respecting tho terms of the AngloJapitnes© Alliance, Ihere is no suggestion that the United Stales shall become a third party, but it is interested in getting Japan to include an interpretive clause within the Alliance defining its attitude to China. A .feeling; exists here that Japan is not so much interested in preventing the enactment of drastic anti-Japanese legislation in Calias in obtaining United States recognition of Japan’s special rights in China. It is expected that, the new arrangement of international affairs may result in having a. momentous bearing on present world history.
