Tho Lower House of the Tennessee State Legislature voted to reconsider its approval of tho Woman’s Suffrage Amendment on tho ground that a quorum of members was not present upon the occasion. WASHINGTON, September 1. Air Colby (Secretary of State), states that the action of the Tennessee Legislature raises a question rath wiuen the State Department is not primarily concerned. Ho had promulgated the proclamation in ratiiication of the Suffrage Amendment. The suffrage leaders express themselves as secure in the belief that tho legality of the ratification cannot bo questioned, but it is expected that tho Supremo Court will be called on settlement of tho issue. (Tho importance of the challenge lies in tho fact that Tennessee’s decision regarding'woman’s suffrage secured ’the necessary majority of States, 'and brought about a change in tho constitution, thus enfranchising the women of America.)
