Tho Premier slates that the Government intends at an early date to issue n proclamation bringing into operation the Act -which provides for nu elective Lpper Chamber, instead of a nominated one. The first election will bo bold simultaneously with tho elections for tho Rouse of Representatives at tho next general election.
