H is now believed that the Senate will-not take up the Treaty until oon* tcrences or Republicans and Democrats deerdo,the terms of a compromise which Will secure the necessary sixty-four votes. Tho Treaty will then come rfo for a rote, but until then the Senate will mainly devote itself to internal problems.
