THE CARLISLE EXPERIMENT.
The much quoted experiment of tlj£ British Control Board at Carlisle is adduced by State Purchase advocates in support of their cause. Convictions for drunkenness were reduced owing to the reduction in the hours of sale of liquor, but similar results were achieved in other districts where 'the Board introduced State Control without State Purchase. If partial Prohibition (reduction of hours of sale) reduces drunkenness which the Moderate League and the Trade admit, how will total Prohibition increase drunkenness? How can tho Irade reconcile these statements? 1
