R. laibraith, F. Horreli and J. blood. The engineer stated that on Novcnvcr 3 tho dredge Canterbury ivas lain p tor want of coal. She resumed "ork on November 22. but owin>j to the ad quality oi' the coal avanatw and ho uncertainty oi : continued sunplion, t was deciiied to lay up the vessel for e: annual overhaul and surveys. A [uantity of 33,714 tuns of spoil ha* ion luted tiui:i the outer channel and unipeci into the reclamation area. The rab dredge TewhaKa was for /ork as soon as coal was available. Jood progress had been made with the OLonstruction of Mo. 2 jetty. Tho {auwii,} JJepaTtment was making pro tarations foi the layinir of tho rails, 'he strengthening; of the outer faceif the mole had been continued hroughou't the month. The chairman said that in common vith many others in the community he board found its business held up iwing to the "go-alow" policy of tho :oal miners, and this indicated the ne--•essity for legislation allowing thoso viiliiig to work to replace those miners vho did not soo tho" necessity for tho levulopmont of coal production. The treasurer's statement for the nonth staved that the following sums lad been paid into the harbour fund mount■:--Wharfage £2235 lis 2d, dlotagi; lis lOd, port charges WJ9 Os od, towage, warps, fenders unci ?!octric light £297 4s (id. dock and slip C\3 8s Bd, storage and cool storage C 294 5s lid, and sundry receipts £55 I'Jh lid, a total of £4090"2 sod. as cornered with £3624 2s l()d for the corresponding!: month of last year. Tho larbour fund was in credit £3270 0s :M, and the unpaid accounts to be massed for payment amounted to £1242 18s lid. leaving the account in credit £2U27 1b 4d. It was resolved to ask for a copy of tho Shipwreck Relief Society's balancesheet before considering an application tor a donation. I'ho engineer reported thai in carrying out the reclamation works outride the western mole and towards Baker's Point tho interests of the. Lyttelton Horough Council were somewhat affected, and it was understood throughout that any damage suffered by that council would bo made up to it by the board. Quo of the damages was the cutting off of the natural drainage outlets into the bay now reclaimed, and an estimate oi the cost of carrying the intercepting sewer in Governor's Bay Koad to a new outfall at Baker's Point had been submitted by the council's engineer. Tho estimated cost was £202 Os id, and he considered it reasonable. It had also been complained that work on the reclamation quarry, close to the Governor's Bay Road, had loosened a fence, and it was advisable ;o pay half th& cost of a thoroughly ■strong fence. A further damage was caused by the board's quarrying operations oxtending far enough into tin land to interfere with the track through the council's domain, and il was estimated thut tho cost of restoring the track would bo £2 10s, which h< recommended tho board to pay. Ir tins case the board's responsibility wa< not so clear, and the style of fence pro posed, concrete posts with pipe rail.< etc., was rather more elaborate thai was absolutely nocessiry to meet th< case; but he recommended that, with out admitting auy liability iu the mat ter, in consideration of the fact tha the Borough Council did not at antime throw any difficulties in the wa' l of the board's quarrying operations, thi board should agree to pay half the cos of t.bi« fence. If these recommenda tions were approved, the foilowinj would be the commitments:—Whol cost of new intercepting sewer ti linkers Point, £202 Os 4d"; reformim track through domain, £2 10s; half cos oi new fence, etc., on Governor's Ba Uonrl (£I)J 7s), £45 13s Od; a total o £250 3s lOd. The report was adopted.
