MESSACE TO CONGRESS.
NO REFERENCE TO PEACE TREATY. By Telegraph—Prsss Association—Oopjrighi Australian and K.Z. Cable Association. (Received December 3, 9 am.). WASHINGTON, December 2. President Wilson's message to Congress contains no reference to the Peace Treaty. President Wilson recommended the Budget svstem of national finance, much on the lines of the British system, and a readjustment of tariffs, to make them conform with prevailing conditions. The United States, he says, i s now the greatest capitalist in the world. The President denounced profiteers and Radical agitators, who were keeping the country unsettled. The only wav to cure real grievances was to remove them. ' " He recommended legislation to combat the cost of livinoo deal with the Labour unrest, suppress Radicalism, and facilitate the readjustment of the nation on a pence basis The question of the railways and the Peace Treatv will be discussed m a later message.
