Ho dealt with Customs taxation, showing how much had been remitted during Sir Joseph Ward's Premiership, and advocated further remissions on articles of common necessity; land and income tax, proposing an increase of death duties upon the more wealthy estates; local government; forestry, stating that there were nearly 400,000 acres of sand dunes in various parts of New Zealand, and great river-bed wastes whieji should hq planted.; education, the upkeep and

maintenance of main roads, suggesting the establishment of main road boards.! composed of of all local bodies through whoso territories the roads passed, and of nutomohilo associations, and having Government grants, their upkeep to be further contributed to by a tax on motor-cars; price of flour, proposing the vesting of municipalities and county councils with •power to establish Hour mills; land aggregation, proposing that nil transfers of private land should paws under review of the Land Boards, and contending that this would prevent unnecessary xo-aggrogation; local matters, especially the tunnel road and the now road to Lyttelton from Mount Pleasant, and proposing a coast road from Evans's Pass following the contour of the coast•lino to Mount Pleasant Road: and gov- i oral other matters.
