LOCAL AND GENERAL.

A clause in tho report of the Works and Traffic Committee presented at the meeting of the Tramway Board yesterday, stated that experience had shown that tho storage battery ’bus, purchased for tho Hornby-Islington service, was net quite suitable for its purpose. It was proposed to purchase a petroldriven vehicle, which would enable more trips to be run and greater flexibility generally secured. Tho report was adopted. It was reported by the Works and Traffic Committee to the Tramway Board yesterday that twenty-four accidents had occurred along the various lines of the service during September, all fortunately with minor effects- The particulars were as follows:—Collisions with vehicles, ten; collisions between tramcars, one; alighting from cars in motion, seven; falls from stationary' cars, two; pedestrians knocked down, two; collisions with stray animals, two.

Some time ago, tho Works and Traffic Committee stated in its report to the Tramway Board yesterday, the board had decided not to include a new line to the Bromley cemetery, in its forthcoming loan proposals. Fo r the information of those interested the general manager had been instructed to prepaic a statement of estimated receipts and expenditure. _ Tiiis showed that the estimated deficiency would amount to £1074 per annum, and the details of the estimate would bo supplied to those interested. In moving tho adoption of the clause, which was carried, the Hon J. Larr said the officers had drawn out a very careful statement.

“ There will bo no alteration in the present Territorial training system until 1920,” said the Minister of Defence last night, *' hut I am going to make a statement as soon as 1 can get time to do it. All I can say now is that the Territorial system of the past was inefficient, and to a considerable extent a waste of public money, and we could obtain better results in some other way. Concentrated effort is the best way. I have no time for the old junior cadet system. To instil in the boys of the primary school anything in the shape of a military spirit is no use. What we want in the primary schools°is physical drill for boys and girls, and the elements of discipline.” At the meeting of the Tramway Board yesterday the Works and Traffic Committee reported that it proposed to endeavour to prevent passengers on top decks of old trailers in excess of seating capacity, and to prevent the stairways and platforms of these old trailers being occupied. Increased operating expenses would bo the result, hut the change would bo attempted. Thy _ chairman (the Hon J. Barr), lu moving the adoption of the clause, remarked that it was merely the forerunner of what they would be forced to do very early.
