THE KIAO-CHAU SETTLEMENT.
NEW YORK. October 29. A dispatch from Tokio states that Baron Funakoshi, leader of the Opposition, speaking in tho Diet, said that if the Government was forced to abandon the Japanese stttlement in Kiaochau at the behest of other Powers, such action would constitute a violation of Japanese interest in international affairs. The welfare of the nation demanded that Japan should not abandon the settlement.
