Archangel telegrams slfate that a thousand British troops -and General Headquarters have embarked. The last of the British troops left on September 27. The North Russian Government announces its intention to engage demobilised British service men with the North Russian armies, in. the hope of forming an entirely British brigade of ' infantry, with machine-guns. A hundred officers have already applied to servo as aviators.
FRENCH TROOPS. (Received September 29, 10.50 a.m.) PARIS, September 23. In the Chamber of Deputies, M. Pichon said that all French troops had been withdrawn from Russia. Omy 1200 remain in Siberia. INDEPENDENT STATES. (Received September 29, 10.50 a.m.) LONDON, September 28. Representatives of Esthonia, Lettland, Lithuania and the Ukraine submitted a joint address to the Peace Conference, insisting on the early recognition of their independence and urging that the withholding of recognition creates uncertainty as to their 'nture-
