LONDON, September 23. ~ The Berlin correspondent of the Daily Chronicle” states that a dispute has arisen between the Gorman and Prussian Governments respecting Bpper Silesia. Both display a sinister haste the province Home Ryle, the Prussian Government has already drafted a measure in much haste. It is noteworthy that in view of the coming plebiscite in Upper Silesia the Socialists of the province oppose the Mome Rule proposal as a reactionary
