(Received August 22, 9.30 a.m.) WASHINGTON, August 21. .1 resident AVilson, replying to a written question from Senators, said that the J. resident had no power to declare peace by proclamation, and he would not consent to any such suggestion. It was questionable whether the league of Nations could bo created by three or more nations adhering to the rans conventions. President "Wilson, explaining the mandatory system, pointed out that the German colonies were only provisionally granted to the present mandatories who were subject to the League of Nations as trustees. No legal title to the ex-German territories had been rested m Britain, Australia, .South Africa or New Zealand.
