August 12. .IF -3S understood that the Supreme Council lakes the view that the poli-tical-complexion of the Government is a matter lor the people of Hiingarv, and does not concern the Peace Conference, which is chiefly concerned with establishing a stable government with which to- negotiate and which can carry but its obligations. The Archduke Joseph has given an assurance that ho is ready to comply with the Conference's demands. However,' it is certain that the Hungarians must submit to the presence of the Humanian troops till the terms of the armistice arc carried out. at least as far ns demobilisation and disarmament of the Hungarian troops is concerned. The (Rumanians have not yet replied to the Entente’s Note in reference to Hungary. The" Czeeh-Slovak Government lias protested to the _ Supreme Council against the Rumanian occupation of Hungary. Semi-official reports from Buda Pesth state that the situation is improving. The Rumanian Government is taking precautions to avoid the recurrence of violence. ' BERLIN". August 12. The Archduke Joseph has proclaimed that he has no intention of re-introduc-ing the monarchy or accepting the Crown. WEAPONS OF TERRORISTS. "The Times’' Service. The arrest of .the leaders of Bela Hun’s terrorists disclosed horrible devices for the wholesale torture and assassination of the bourgeoiso, which included mutilation, scorching and pulling but teeth. Korvin, Chief of Police, confessed to five hunflved murders.
