Debuchi, Japanese Charge d’Affaires, speaking informally, said it was his opinion that Japan was firmly de termined to return Kiao-chau to China and withdraw all soldiers from Shant'™E ™ soon as practicable. Ho added that it was difficult to say anything definite now, since China was still not a signatory to the Treaty, and everything was depending upon a tacit agreement between China and Janan concerning the Shantung settlement
